How do I create a News Post for an uploaded file?
From the Admin area select the Public Uploads link.

If there are any umoderated uploaded files, they will be listed here.

To create a News Post for the uploaded file, select the Copy to newspost link (the page with a blue globe icon to the right of the file in the Actions column). This will take you to the administrators News Post page with a form where you can edit the news details about this file before selecting the Preview button then the Post news to database button to save the changes and add the News Post to the public News page.
